Appearance:
When people say that looks can be deceiving, they wouldn't be wrong if they applied that to LeBlanc. She carries herself with utmost grace and efficiency, rarely faltering or hesitating in any way. Although beauty is a subjective thing, she is rather attractive. Although she does wear rather questionable attire, she never seems to be aware or bothered by it. The confidence and arrogance that radiates off of her is nearly palpable.
Background:
Every city has its dark side, even one whose reputation is already of a questionable hue. Noxus - though its name is already invoked with a mixture of reverence and revulsion - is no exception to this simple truth. Deep within the winding dungeons that honeycomb the earth beneath its dark, meandering streets lies the real underbelly of this sprawling metropolis, a haven for all manner of malevolence. Amongst the cults, covens, and secret societies that call this labyrinth their home, LeBlanc, the Deceiver, presides over the Black Rose, a remnant from a lost, yet similarly unscrupulous time in Noxian history. Ruthless and seemingly ageless, LeBlanc and her ilk were a mainstay in Noxian political affairs during the era before the militarization of the Noxian government. In those days, this guild of powerful magicians met in secret to further their hidden agenda, and to hone a craft more subtle than that preferred by those currently in power.
While their exact motives have always remained mysterious, it was widely believed that the Black Rose was the true power behind the throne while the aristocracy still reigned in Noxus. When raw martial prowess became the ultimate determination of whose will held sway in the Empire, the Black Rose seemed to vanish overnight. Many believed that perhaps their time had simply passed, and that its members had put aside their quests for social and political dominance. When LeBlanc reemerged at the gates of the Institute of War, however, it became clear that these masters of shadow and flame had simply been biding their time, waiting for a new global authority to emerge: the League of Legends. --(League Lore)
The Past//Evaine: Born into a low class family, not a soul in the world knew of Evaine's potential until far later in her life. Her father a butler and her mother a seamstress, Evaine seemed to be destined to follow in her mother's footsteps and learn to simply sew. For the most part, Evaine had no complaints. She was known to be a rather placid girl, always doing as her parents told her to do.
Education was one thing that the girl lacked. Although her father knew how to read, his knowledge was minimal. Her mother, on the other hand, possessed no prior education. When her father had the time, he taught LeBlanc what he could, but her education consisted of about an hour to two hours of lessons every few days.
At the age of fifteen, things began to change for Evaine. She began to notice that with a mere thought she was able to will any imperfections on her face to simply disappear. In secret, she practiced her illusions until one day she was even able to make a double of herself. Upon mastering the skill, she presented her powers to her mother and father. Needless to say, they were impressed with their daughter and proud of her for having something that they did not.
Magical capabilities, of course, ran in her mother's side of the family. Her mother possessed a small amount of arcane abilities--she too could create illusions, but hers were minimal compared to what Evaine was capable of.
With her new found power, it was not long until Evaine began to desire more than a needle and thread. She recognized that her affinity toward the arcane held great potential, so she began to seek out others that possessed abilities similar to hers. This is how she stumbled upon 'The Black Rose' and how she eventually became the Matron.
The Matron gave her the name "Emilia LeBlanc", but it would not be until she grew older that her title 'the Deceiver' would come into play. At first, LeBlanc was hesitant in being as cruel as the Matron could be. It took some time for her to become desensitized to lying, cheating, stealing, and killing her way to the top. It was only when the Matron revealed her age and passed on the role of Matron to LeBlanc that she fully recognized the fact that she would never be known as Evaine again.
Receiving the title of Matron signified the day that Evaine, for the most part, was dead and gone--or at least very much hidden from the majority of those around her.
The Present//LeBlanc: Known as Matron to some and Emilia Leblanc to most, the woman made a name for herself that far surpassed that of a seamstress. Educated and refined, LeBlanc is the perfect picture of beauty, temptation, deceit, and betrayal. There is perhaps only one that could be called LeBlanc's friend, and that would be Jericho Swain.
Over the years they became fast friends, as they both possessed a desire for power and each had specific goals that the two of them respected. Jericho was also the only person that she allowed to call her by her true name, Evaine. The simple gesture was to signify a significant amount of trust that no one else in the world had the honor of being given. LeBlanc wished to bring about the revival of the Black Rose and subsequently Noxus--her friendship and camaraderie with Jericho Swain further pressed those issues, as he held the title of High Commander.
Although she was lying low for quite some time, her entering the League signified that the Black Rose was back in action. Emilia prepared herself for more lies and more manipulations. Her aims, although skewed, are meant to take care of those that she commands. Leblanc busied herself with readying others for the inevitable war and most importantly, the Black Rose's rise to new found power.

Personality:
Behind the Mask//Evaine: At one point in her life Evaine was a sweet, demure girl. Although she was known for being very good at glossing over mistakes with little white lies, she rarely crossed her parents and did what was demanded of her.
To friends, she was known as whimsical little thing with a love for the supernatural and occult. Many other young girls found her to be quite intimidating, simply because she easily caught the attention of boys and easily made friends with girls that wished to be like her.
Despite how she appeared to be sweet, even as a child Evaine had a bit of a manipulative streak. She convinced others to steal candy from shops for her. The reward was simple enough: they'd be her 'best friend forever'. Of course, she was quick to cast said best friend away once they no longer had a use, but the facade she held around adults led them to expect that it wasn't Evaine behind the thievery. In fact, Evaine eventually had the adults convinced that the other children were simply jealous of her.
Her loyalty to her family was practically unmatched. Although she longed for more, she never complained to her mother or questioned why her father would not take out a loan to let her receive proper schooling. She did the chores she was given and more without any complaint. Even as LeBlanc, her loyalty shines through when Jericho Swain is present.
The Magician//LeBlanc: A trickster, a traitor, and everything else that is definitely not legit--that basically sums LeBlanc up in a nutshell. LeBlanc will go to any means to get what she wants and does not care about what the consequences are...for you. Compassion is something that she either appears to not have or is faked when she needs it.
She is, as are most other Noxians, hardened and desensitized to the cruel and unfair world around her. LeBlanc does not pity the weak. She does, however, reward the strong. However, her 'rewards' are like a double edged sword and do tend to bite the receiver's ass later on in life.
Being truthful is something she save for (some) Black Rose members and Jericho Swain. Anyone else will almost always be lied to, unless the information she has to give is of no importance to her. As much as LeBlanc is a fighter, she is also a skilled politician. Lying is merely a tool to get LeBlanc the things she needs to make the Black Rose as successful as possible.
Like any other human, she desires positive physical and social contact. However, she tends to only seek out the most basic of things from others. Sex is something she regularly seeks out, mainly because it satisfies her physical wants and (to a very small extent) satisfies her emotional wants as well. She has accepted the fact that a relationship would more than likely be her undoing. Although she is extremely fond of Jericho Swain, neither of them have made any move whatsoever to solidify a relationship. Both of them wish to take on the world and rule it--love would simply hinder them.
'Truthfully', LeBlanc is a very lonely person, but she understands that her position in life leads most people to either fear her or hate her. Over the years, she has come to terms with this, but at times she sometimes wishes that she was still Evaine. (Although the only one who is possibly aware of this is Jericho.)
LeBlanc still possesses the same whimsy that Evaine had. She loves teasing people and toying with their emotions. (Esepcially Demacians.) The woman can come across as a fun-loving person and a flirt. On a good day she'll dance about when she's not working (and sing in the shower when she thinks no one is listening). There is a very much human side to the Deceiver, it's just a shame that side of her is so rare to see.

Mirror Image:
(Innate): When LeBlanc is brought below 40% health, she instantly becomes stealthed for half a second. When the stealth fades, she creates a Mirror Image of herself that can move, deals no attack damage, has 53 + (17 x level) less health, and lasts for up to 8 seconds. This can only occur once per minute, regardless of cooldown reduction. The illusion's autoattacks will proc on-hit effects (including damage).
Leash Range: 1125 (estimate)
Sigil of Silence: (Active): LeBlanc rapidly dashes to a target location, dealing magic damage to units near the location. In the following 3 seconds, she can activate Distortion again to blink back to her starting location.
Range to Center of AoE: 600
Radius of AoE: 250
Ethereal Chains: (Active): LeBlanc flings illusionary chains in a line towards a target location. If it hits an enemy unit, it will deal initial magic damage and leash to it, slowing their movement speed by 25% while the leash remains. If the target remains leashed after 2 seconds, the target takes additional magic damage and is rooted for a few seconds.

Oh, this is a very cute bit of magic, isn't it? The mirror itself is very, very extravagant. I think I quite like it ♥
[Inwardly, she is certainly worrying about the war brewing at home, but not even the sharpest of eyes could tell. LeBlanc chuckles softly.]
And who might my fellow trapped citizens be? Surely there is a willing, handsome young man about that would be willing to show a lady about the city, hm?
[She smirks.]
Oh, but I do wonder. A city full of dreams--and they say that the truest opponent lies within oneself.
Third Person Prose:
"You lied to me!" The man shrieked in pain as golden chains wrapped around him, searing his flesh. LeBlanc smiled, eyes revealing nothing but the man's own reflection as she stared him down. "You said you loved me!"
"Oh, darling, I love a lot of people." The chains tightened. "Think of this as me embracing you, loving you as you so call it." His eyes bulged as he choked, the chain around his neck even tighter than the others. "You've something I desire, something you stole from me." Suddenly, LeBlanc giggled. "Where is it darling~? Tell me, wherever did you hide my staff?"
The chains disappeared as quickly as they had appeared. Her lover collapsed, blood oozing out of the marks the chains had left. "I wanted to make you mine! I thought that if the staff--gone--then I could keep you--make it so that you couldn't..." He wheezed as he found the strength to stand. "Couldn't be with any others."
LeBlanc paused, eyes widened as she contemplated what to do next. "Honestly." She wasn't able to stop herself from laughing a little. "My powers are derived from my very soul, child, something which you will never have." With a flick of her wrist a large, glowing orb sailed over to the man and exploded on impact. His body smashed against the wall before flopping to the ground. LeBlanc licked a bit of blood that had splattered onto her lower lip and sighed. "My, and this mansion is so large. It could be--oh, no, wait. Of course~"
Men were predictable, stupid creatures. The journal the man wrote in every night would surely tell of his plans--she had flipped through it weeks ago and had found that even then he wished to 'keep his beautiful flower to himself'. LeBlanc meandered over to the bed and lifted up the mattress. Bingo. "You thought you knew me, darling, but LeBlanc is far older than 'your beautiful flower'. Such a shame, you were a riot in bed too." As Leblanc found the page she was looking for, a small smile spread across her lips.
Dreams were dreams, but she'd be damned if things, in the end, didn't go her way.
